近年来，随着经济环境的日益复杂和技术条件的不断变化，资产减值问题已经起各国会计理论界和实务界的普遍关注。合理计提资产减值，对于企业规避风险、提高会计信息质量有着重要作用。而近年来我国上市公司处于各种内在和外在的原因，利用资产减值操纵利润的现象十分严重。因此，在实践中合理利用并不断完善资产减值会计具有重大意义。我国财政部日颁布的《企业会计准则第8号——资产减值》的精髓在于反映企业资产价值的真实信息，通过财务报告向企业投资者，债权人提供高质量的对其决策有用的会计信息。资产减值准则对资产减值的确认，计量和披露都作了更加系统、明确和严格的规定，作为我国会计准则体系的一项重要内容在充分体现中国国情的基础上也进一步与国际会计惯例接轨，提高会计信息的可比性。

本文在国内外研究成果的基础上，对资产减值会计理论问题进行探讨并对实际应用情况进行分析，为了更直观和准确地说明问题，收集近几年上市公司尤其是资产减值准则实施前后计提和转回资产减值损失的数据并进行比较，分析资产减值准则实施的经济后果。同时结合资产减值准则实施中需要解决的问题，提出进一步健全我国资产减值会计的建议。

本文共分五个部分，第一部分主要介绍了新资产减值准则的特点；第二部分阐述了资产减值的测试程序及步骤；第三部分重点对我国资产组减值与国际惯例的比较及其会计核算进行了阐述；第四部分分析了我国资产减值转回的处理；最后一部分针对准则实务操作和实施环境中存在的问题提出健全我国资产减值会计的建议。
