　　菲律賓，我是去過很多次，把美國人趕走以後，美國人覺得我走了你這個地方就不行了，因為美國大兵喝酒、吃飯、嫖，付你鈔票。但我1996年去的時候，人家菲律賓也搞得很好。先輩把美國人趕走了，等到進入以和平發展為主題的時代，它的政府買美國的二手貨來跟我們對抗，那不是開玩笑的事嘛。阿基諾的母親跟我們是很友好的，但是現在，對我們國家態度比較壞的是菲律賓，說實在的，這有一定的歷史原因，菲律賓親美的勢力大一點，而且總統可能面臨選舉的問題，親美勢力可以掀起一點浪，我們不能一點準備也沒有。
　　華黎明（中國前駐伊朗大使）：東盟國家裡面要注意到一個現象，跟中國有領土糾紛的好幾個國家，但是為什麼越南和菲律賓鬧得最凶，除了剛才王大使講的這些原因之外，我覺得還有一個問題。就是刺激民族主義情緒來掩蓋國內的矛盾。越南走的路跟中國改革開放比較像，經濟發展到現在面臨的問題比中國多得多。通膨率，失業率，再加上南越留下的反共勢力，現在在美國的支持下又卷土重來。美國人支持越南反共的人回來在越南搞顔色革命，推翻共產黨。國際上，凡是利用領土問題來刺激民族主義情緒的，往往是國內缺乏自信心，用民族主義作為一個強心劑來維護自己。越南和菲律賓都是這樣。阿基諾政府是高票當選的一個政府，但是現在他執政的兩年之後，支持率越來越低，你就可以看出，當年香港旅行團，大巴被劫持以後，菲律賓政府的救助效率，可以看出這個政府非常腐敗，這個政府的執政能力很差，用什麼辦法來解決呢？就用刺激民族主義的手段。
　　王嵎生：這一次越南派特使來華本身也是，沒有說哪一個領導的特使，因為現在正在換屆，越南領導的特使，沒有講是總書記的特使或者是什麼，越南領導的特使，沒有派別人，他是有考慮的，所以我基本上是謹慎樂觀的。
