《英语课程标准》对小学英语阅读教学有了新的要求：
1.能认读所学词语；
2.能根据拼读的规律，读出简单的单词；
3.能读懂教材中简短的要求或指令；
4.能看懂贺卡等所表达的简单信息；
5.能借助图片读懂简单的故事或小短文，并养成按意群阅读的习惯；
6.能正确朗读所学故事或短文。
《英语课程标准》将学生阅读能力培养看作是外语教学的重要目标。阅读课的任务在于着重提高阅读理解能力；培养学生细致观察语言、假设判断、分析归纳、推理验证等逻辑思维能力；培养学生速读的能力以及阅读的兴趣；扩大学生的词汇,增加文化背景知识。基于此，阅读教学必须适当淡化语法词汇知识的讲解，突出阅读能力的培养和阅读策略和阅读技巧的训练。
