&&&&&& 陈訚字悦庵，号邢山，江苏扬州林泉人。先历仕浙江，后补选甘肃，初任安化县，继署岷州，以盐提举为西和知县，光绪十六年 (1890)到任。他在西和任职仅仅一年，但惠政颇多。一是请示省垣有关部门，减裁过往官员接待站和接待费，减轻农民车马夫役财粮等种种负担.二是捐资整修文庙，集资谋建奎星阁，台基已筑而调令下。绅民思念不已，为其建德政碑。陈訚能诗善书，他在西和的书作，虽经百年仍有不少传世。咏吟之作，很能表现出农村生活的情趣。他在任一年，体察民情，足迹几遍村野。这点从他的诗文中可以看到，如: 人家零落在山低，戍水搭桥独木支。最爱夕阳红树里，饱霜柿子一垂垂。
