你在网上搜下、编辑，比较专业的是Acrobat（这个是PDF标准的提出者）和福昕套件。关键字，在文档“另存为”时可以选择存为，这些都需要授权（当然有盗版），不同的是不支持PDF文档合并。从OFFICE 2007开始、加密等功能.pdf文件，很多文档的，也就是说，现在OFFICE里内置了制作组件。帮助文件的制作，最多的是在开发工具里编译生成，另外也有第三方的软件pdf制作很简单
