我国消防标准化工作成绩显著

我国消防标准化工作经过三十多年的发展取得了显著的成绩，截至目前，正式批准发布消防国家标准148项，行业标准135项，国家消防技术规范31项。所制定的标准规范涉及火灾科学、消防产品与装备、消防工程、建筑材料和建筑构件防火性能，灭火救援，以及消防安全管理等领域，基本满足我国消防设计、施工、监理和消防产品制造、检测以及消防监督等领域的需求。在已颁布实施的消防技术标准中，有98项标准采用了国际标准和国外先进标准。
完成的重要标准：一是启动快速响应机制，加快现实斗争急需的消防标准的制订工作，完成了《城市消防远程监控系统技术规范》、《住宿与生产经营储存合用建筑消防技术要求》、《重大火灾隐患判定方法》、《人员密集场所消防安全管理》、《消防控制室通用技术要求》、《灭火器维修与报废规程》、《消防标准制修订工作程序》等急需标准；二是满足工程消防发展需要，制定了《自动喷水灭火系统》、《可燃气体探测器》、《远控消防炮系统通用技术条件》、《低压二氧化碳灭火系统及部件》和《消防船消防性能要求和试验方法》等国家标准；三是为适应消防监督管理的需要，组织编制了《消防监督技术装备配备》、《建筑消防设施检测技术规程》、《消防产品现场检查判定规则》和《城市轨道交通消防安全管理》等行业标准；四是重视消防安全基础标准，制定了《易然易爆危险品火灾危险性分级及试验方法》、《电气火灾原因技术鉴定方法》、《公共场所阻燃制品及组件燃烧性能要求和标识》以及《材料的火灾场景烟气制取方法》等标准。五是组织开展了国家标准《建筑设计防火规范》、《高层民用建筑设计防火规范》、《消防给水及消火栓系统技术规范》、《建筑防排烟系统技术规范》、《火灾自动报警系统设计规范》等急需规范的制修订工作；六是为适应社会主义新农村建设的需要，抓紧编制国家标准《农村建筑防火规范》，召开了规范送审稿审查会，并调研、编制《农村消防车》、《合同制消防员制式服装》等行业标准，为多种形式消防队伍建设做好技术准备。
制定实施《消防标准化“十一五”发展规划》。根据国家标准委和公安部的统一部署，组织各标准化分技术委员会及有关专家进行研究，提出消防标准化“十一五”发展规划的内容及重大项目建议，经反复论证完成了《消防标准化“十一五”发展规划》。截止2008年底，“十一五”发展规划列出的十二项重大标准化项目，已经全部列入国家和行业标准制修订计划，正在抓紧组织实施，大部分已经完成或批准发布。
究修订消防标准化体系表。为适应消防标准化发展的需要，组织力量立项开展研究，第三次修订了我国消防标准体系表。按照科学合理、超前设定的原则，体系表进一步完善消防管理标准和灭火救援标准，确定工程建设消防技术规范体系框架，建立新的消防标准化管理工作程序，为我国消防标准化体系建设与技术水平的提高提供指导依据，《工程建设标准体系（工程防火部分）》，业已上报建设部审批。为向消防监督部门、研究机构和社会各界提供实时、快捷的消防标准及相关资料查询、下载等服务，提高工作效率和业务水平，组织开发了《消防标准规范数据库》
为了适应国际标准化发展的新情况，及时掌握ISO的发展动态，做好与国际标准化组织的归口工作，重点加强了消防国际标准化管理。一是多次派员参加ISO/TC21以及ISO/TC92召开的学术年会。提出的一些标准草案和工作建议被国际标准化组织所采纳。2005年9月，在北京承办了ISO/TC92的SC3 和SC4分技术委员会的年会。2007年5月，在美国波士顿召开的ISO/TC21消防设备技术委员会年会，通过由我国接手ISO/TC21/SC6秘书处工作，并出任SC6新一届主席；日ISO正式批准由我国起草的ISO 7240-28《火灾探测报警系统第28部分 消防联动控制设备》成为国际标准，实现了我国消防国际标准化工作两项零的突破。二是组织翻译美国消防协会《NFPA72美国国家火灾报警规范》、《NFPA1031消防检查员及建审员专业资质》、《NFPA520地下空间防火》、《NFPA1500消防职业安全与健康》等22个标准，已印发全国消防部队、部属消防研究所、相关院校和各分技术委员会，以借鉴美国先进的消防标准化经验；三是邀请国外消防标准化专家来华讲学。先后邀请了多位国外专家来华就《国外消防性能化设计评估介绍》、《美国消防和建筑规范制定体系及防灾保险在经济发展中的地位》、《FM全球开发的喷淋科技》、《NFPA921火灾与爆炸调查指南》、《NFPA1600灾害/紧急事件管理与商务连续性》和《NFPA5000建筑结构与安全规范》等作专题学术报告，学术报告的内容是国际消防的前沿课题，属国外消防的最新成果，具有较高的业务参考价值。
全国消防标准化技术委员会（SAC/TC113）负责我国消防标准化的技术归口和协调工作，下设消防基础标准、固定灭火系统、灭火剂、消防车和泵、消防器具和配件、火灾探测与报警、防火材料、建筑构件耐火性能、消防管理、灭火救援、火灾调查、消防通信、消防员防护装备、建筑消防安全工程等14个分技术委员会（SC），分别负责不同消防技术领域的标准工作。
各省、自治区、直辖市根据需要成立了地方消防专业标准化技术委员会。
改革开放三十多年来，特别是过去的五年间，我们在消防标准规范制修订、宣贯、实施，消防标准化组织建设，以及与国际标准化组织交流等方面作出了不懈努力，取得了显著的成效。这些已颁布标准规范的实施，对于促进消防科技进步，保障社会消防安全发挥了重要作用。NFPA_(美国防火协会标准)规范目录_百度文库
