　　为及时贯彻落实刚才省委、省政府召开的“五五”普法总结暨“六五”普法动员会议精神，全面推进我市的“六五”普法工作，下面，我讲四点意见。
　　一、充分肯定“五五”普法成绩，认真总结“五五”普法工作经验
　　“五五”普法期间，通过全市广大干部群众的共同努力，我市顺利完成了“五五”普法规划任务，宪法和法律得到较为广泛普及和普遍遵行，有效提高了社会法治化管理水平，为维护社会和谐稳定、推动经济又好又快发展作出了重要贡献，受到了上级的充分肯定，有7个集体和个人被中宣部、司法部表彰为全国“五五”普法先进，泸县再获“全国五年普法工作先进县”荣誉，实现“三连冠”，市法建办被表彰为“全国先进普法办”。主要体现在以下三个方面：
　　一是以深化“法律六进”为抓手，抓好重点对象学法，全民法律素质得到进一步提升。制定落实了《泸州市人民政府领导干部学法用法制度》，全面推行领导干部学法用法评议制。不断完善了学校主导、家庭参与、社会支持“三位一体”的青少年学生法制教育体系，市政府专门出台加强法制副校长工作的意见。大力开展了“农村法制宣传教育年”主题活动，实施“（转载自亿库网，亿库网超过100万篇文秘范本资料免费下载。）法制电影工程”。“五五”普法期间，全市开展中心组集中学法153次，各种形式“法律六进”活动19700次，举办法制培训讲座13000次，开展法律知识考试990次，赠送法律图书44000册，光碟3720盘，发送法制贺年卡10万张，法制年画25000张。
　　二是以阵地建设为载体，弘扬法治精神，社会主义法治理念逐步深入人心。在主要新闻媒体开设法制专栏16个，建立各类法制教育基地（学校）798个，设置法制宣传长廊383个，法治公益广告牌1527块，设置法制宣传栏12685个，编发《普法园地》、《以案说法》等法制宣传手册1420期，村（居）委会全面建立法律图书角，加强普法网站建设，开通公交法制宣传线路。每年组织开展了内容丰富、声势浩大的3月法制宣传月和“12.4”全国法制宣传日活动，以及20多个纪念日法制宣传活动。开展各种形式的法治文艺演出1380场次，发送法治短信368万条。
　　三是以基层依法治理为基础，狠抓法治区县创建，依法治理工作迈上更高台阶。大力开展了“民主法治村（社区）”创建活动，创建“民主法治示范村（社区）”382个，其中“全国民主法治示范村”6个，全市75%以上的（转载自亿库网，本文由亿库网收集整理。）村（居）委会聘请了法律

《通知》要求，坚持“无会日”制度，每周星期二、三、四全市“无会日”及节假日(含每周双休日)，除特殊需要，原则上不安排全市性会议。
从严控制全市性会议的数量，可通过书面交流、电话、现场调研等方式解决问题的，一律不开会;市政府已经发文部署的工作，原则上不再开会部署;市政府部门召开的全市性工作会议，每年只安排1次;严格控制各种形式的表彰会、研讨会、庆祝会、纪念会、联谊会等。

改进讲话方式。会议讲话要尽量避免照本宣科，除重要会议外，提倡领导作提纲挈领、言简意赅的即席讲话;领导参加调研、检查、视察等工作中的会议，原则上只作口头讲话;议题审议、工作协调会议，会上印发书面材料，主持人或发言人只作重点情况介绍。
